DOC Looks To Correctional Officer Cuts To Overcome Present Budget Shortfall

Re: Inmate Movement Restrictions


Effective Monday, February 13, 2006, all inmate activities will cease department wide at 9:00 p.m. Consistent with the elimination of inmate activities, staffing will be curtailed to 11-7 shift staffing levels, with the exception of the Intake Service Center.

Below is the S.O.P. that all facility managers and supervisors will implement to comply with this initiative.

1. At 9:00 pm all inmate activity will cease, inmates will be secured, and a formal count will be taken.

2. Immediately after the count has cleared, all officers on overtime will be relieved of duty to 11-7 staffing compliment, with the exception of the Intake Service Center.

Should releasing of all officers result in less than 11-7 staffing numbers, officers will be reieved from duty in the following fashion:

A. Staff volunteering to be relieved

B. Reverse call in procedure will take place. Those asked last will be relieved first.

3. Once the officers on overtime have been relieved of duty, the remaining officers above the 11-7 staffing compliment will be assigned duties for the remainder of the shift by the Shift Commander.

4. The authorization for inmates to receive emergency assistance other than medical/mental health will be at the discretion (1.e. phone call due to death in the family, etc.) of the Shift Commander.

5. Staff working swaps will not be considered as staff working overtime and cannot bew counted as those staff under consideration for relief of duty at 9:00 p.m.

6. When reducing staff to the 11-7 staffing, Shift Commanders will allow the most senior officer to choose the location needing to be filled. If an area has two (2) bidded officers and one needs to be relocated, the most senior officer will remain.

7. This procedure will also apply to the Superior Officers.

8. Outside Hospital posts are excluded from these protocols and will only be assigned in eight hour slots.


The RIBCO leadership met with Assistant Director Gadsden and all of the Wardens on Friday, February 10, 2006. During that meeting, Mr. Gadsden was asked if the DOC plans to fill the two vacant Warden's positions and the Chief of Information and Public Relations position, were still going forward? The answer was a resounding yes! When asked what cuts were being made to the management team, Gadsden replied, "we are stopping some capital projects."

Gadsden also rejected RIBCO's suggestion to have the Director, Assitant Directors, Wardens, and all other upper level managers, turn in their vehicles in a money saving move. As usual, management continues to prosper at the expense of RIBCO members. Not to mention, the game of "Russian Roulette" that Director Wall continues to play, by curtailing even more inmate activites. How long can we keep squeezing the inmate population before they push back? When that bullet is fired, who will be in harm's way?
