Richard has been a Correctional Officer since 1984. During his 21 years with the Department of Corrections he has worked at Maximum Security, High Security and currently at the Intake Service Center on the 7 am to 3 pm shift. During his entire career Richard has been an active member of the Brotherhood having served, on the Executive Board, as 2nd Vice President, 1st Vice President and as President since 1999. Richard lives in Johnston, Rhode Island.

David Mellon
First Vice President
Dave has been a Correctional Officer since 1990. He currently works at the Intake Service Center on the 7 am to 3 pm shift. Except for a two-year hiatus, Dave has been on the Executive Board since 1993. He lives in Coventry, Rhode Island.

Ron Brodeur
2nd Vice President

Ron became a correctional officer in 1973 and was promoted to Captain in 1986. During his 32-year career, he has served as the Executive Officer of the Supervisory Unit, 1st Vice President and President of RIBCO. He works the 7 am to 3 pm shift at Maximum Security. Ron lives in Warwick, Rhode Island.

Michael Hogan

Mike began his career as a Correctional Officer in 1980. He currently works the 7 am to 3 pm shift at the Medium Moran Facility. Prior to being elected to Treasurer, Mike served several terms on the RIBCO Executive Board. He lives in Cumberland, Rhode Island.

John Meehan

John became a Correctional Officer in 1991 and was promoted to Lieutenant in 1998. He currently works the 7 am to 3 pm shift at the Medium Moran Facility. John has been on the Executive Board since 1993 and for most of that time has been the Recording Secretary. In 2005, John was elected to the State of Rhode Island Retirement Board. John lives in Cranston, Rhode Island.

Raymond Cardillo
Executive Board
Ray is a storekeeper who is presently assigned to the officer’s clothing room at the Central Distribution Center (CDC). Ray has been with the Department of Corrections for 15 years. He has been a member of the Executive Board since 1995. He was Chairman of the Executive Board from 1997 through 1999. Ray resides in East Providence, Rhode Island.

Bob is a Correctional Officer who joined the Department of Corrections in 2000. Prior to his appointment to the Grievance Committee, he was a union steward on the 1 pm to 9pm shift at Maximum Security where he works. He gained some notoriety in 2005 as the driver of the RIBCO sponsored street stock entry at Seekonk Speedway when he finished 10th in the points and had one victory in his first full year of competition. Bob lives in Pawtucket, Rhode Island.

Robert Miller
Executive Board
Bob is a Correctional Officer who began his career in 1990 and currently works at the Women’s Division on the 7 am to 3pm shift. He is starting his second term on the Executive Board. Previously he served as the Chief Steward at the Women’s Division and he is currently a member of the RIBCO negotiating team. Bob lives in Plainfield, Massachusetts.

Ken began his career in corrections in 1972. He was promoted to the rank of Lieutenant in 1980. He has been on the RIBCO Executive Board for 30 years having served as President, 1st Vice President, 2nd Vice President and in his current capacity as Grievance Committee Chairman. Ken was a past President and he is the current Secretary of the International Association of Correctional Officers. He was also a founding member and is still an active board member of Corrections USA. Ken lives in Scituate, Rhode Island.

Manny became a Correctional Officer in 1989. He has worked for the State of Rhode Island for 21 years with previous service in the Department of Environmental Management. He works at the Intake Service Center on the 7 am to 3 pm shift. He is RIBCO’s representative on the Department of Corrections Health & Safety Committee. Manny lives in Coventry, Rhode Island.
